Introduction
The City Council is asked to approve the proposed union contract between the City and
Law Enforcement Labor Services, Inc. (LELS) representing Sergeants with the Shakopee
Police Department.
Background
The following are the key terms of the contract and changes from the existing contract:
1. Duration: The proposed contract is for a period of two years -,'- January 1,
2007 to December 31, 2008.
2. Salaries: The proposed contract provides Sergeants with a 3.7% wage
increase, effective January 1,2007 and a 3.0% increase effective January 1,
2008. The slightly higher increase for 2007 was negotiated in order to bring
the Sergeants pay to the median of a comparison group of ten other metro
cities. The comparison group consists of Andover, Apple Valley, Chaska,
Chanhassen, Cottage Grove, Inver Grove Heights, Lakeville, Prior Lake,
Savage and Woodbury; which is the same comparison group the City uses
when analyzing non-union salaries.
These increases result in the following wage scale:

3. Pay for Performance Incentive: The Pay for Performance plan in the
current contract provides for an additional $60 per month for officers with a
Bachelor's .Qegree. The new contract would add an additional $30 per month
for those with a Master's Degree. This is identical to a provision added to the
patrol contract in 2006.
4. Post Employment Savings: During the last round of contract negotiations,
members of the Sergeants union agreed to move from a lump sum severance
payout to participating in the Post Employment Health Care Savings Plan
offered to other City employees, with the switch taking place mid-way
through the contract term via an addendum. The proposed new contract
would clean-up the contract language on this subject by adding the language
that is currently in the Patrol contract. The City will contribute $25 per month
per employee to the Plan, as it does for all other benefits-eligible employees.
Union members will be allowed to determine the percent of payroll and
contributions of unused sick and vacation leave that they would like to
contribute, subject to the standards established by the plan's administrator,
which is the Minnesota State Retirement System.
5. Special Duty Sergeant Pay: The current contract provides for special duty
pay of an additional $125 per month for Sergeants holding any of three special
duty assignments. As a result of restructuring within the Department, only
two of those special assignments continue to exist. The proposed contract is
amended to reflect this change and increases the pay provided to the
remaining two special duty Sergeants (one assigned to the SW Metro. Drug
Task Force and the other to supervise Investigations) to $162.50 per month for
calendar year 2007 and $200.00 per month for calendar year 2008. This
increase makes the special duty pay for Sergeants equal to that provided to
patrol officers assigned to the position of Investigator/Detective.
7. Uniforms: The current contract provides Sergeants with a uniform allowance
of $675 per year. The proposed contract would increase this amount to $725
for calendar year 2007 and $750 for calendar year 2008. These amounts are
equal to those agreed to with the patrol union for 2007 and 2008.
8. Comp Time Buy Back: The proposed contract adds. a provision providing
for the buyback of unused comp time at the end of every payroll year.
Sergeants will be allowed to carryover 40 hours of comp time, but all hours in
excess of 40 will be paid out to the employee. This is identical to language
added to the contracts with our patrol and public works unions in 2006. The
Sergeants have also agreed to a one-time buy back of comp time hours, at
their 2006 wage rates, upon the signing of this contract.

Relationship to Vision
Fairly compensated employees contribute to an effective and efficient Police Department,
which contributes to a high quality oflife in our community (Goal B).
Recommendation
The City's negotiating team, which consisted of City Administrator Mark McNeill,
Public Works Director / City Engineer Bruce Loney and Assistant City Administrator
Kris Wilson, recommend approval of the proposed contract.
Requested Action
If it concurs, the Council should offer a motion authorizing the appropriate City officials
to enter into the proposed contract with Law Enforcement Labor Services, Inc,
representing Sergeants with the Shakopee Police Department, for the period of January 1,
2007 to December 31,2008.
